Reddit's practical consensus: shops will often hand you a scooter without checking anything, and that changes nothing about the rules. To ride legally in Bali you need your home motorcycle licence plus an IDP with the motorcycle category; without them, travel insurance can refuse a scooter-accident claim and police fines are on you. Where commenters disagree is enforcement — some were never stopped, others were fined and lost the bike at a checkpoint.
This is the most-asked scooter question on Bali Reddit, and the threads are better than most articles because the disagreement is visible. We've kept it. What the threads agree on
Across four years of threads, three points recur without much argument. First, the paperwork: a home-country motorcycle licence plus an International Driving Permit showing the motorcycle category. A car licence doesn't cover it, and commenters are blunt about the distinction:

Second, the insurance trap, which is the part that actually costs people: travel insurers attach licence conditions to motorcycle riding, so an unlicensed rider who crashes is usually uninsured for the hospital bill, not just the fine. Third, get the IDP at home before you fly — from your national automobile association, same-day in most countries. Here's the honest part most articles flatten. Plenty of riders report never being checked:

Both experiences are real; enforcement is patchy and got sharper after the 2025 provincial rules, which target unlicensed riding and informal rentals rather than tourists as such. Our operating view: you don't plan around the checkpoint you'll probably never meet, you plan around the accident you can't schedule. The licence makes the insurance work; the helmet keeps the easiest fine off you — one commenter in the 2022 thread notes not wearing one is "the easiest way to get pulled over", and that matches what we see on the road.

Why legitimate shops check — and we do
Commenters use the licence check itself as the test of a trustworthy operator: a shop that doesn't care whether you can legally ride also doesn't care what happens to you afterwards.

If your licence situation is unusual, message us before booking and we'll tell you straight whether we can rent to you. And if you can't ride at all: Bali is not the place to learn in traffic. Take a lesson first — Canggu has proper instructors — or use Grab and Gojek, which several commenters in these threads recommend for exactly this case, and which we'd rather you did than wobble out of our depot.
